County approves bond resolution for Hampshire Drive but commissioners press for process reforms

Road Commission staff described the project and explained the financing approach: the county will issue bonds (maximum interest rate stated in the resolution), the debt will be repaid from special assessments levied on property in the district, and the road commission has authority to implement the improvements. Staff said the resolution states a conservative maximum interest rate (up to 7%) but that current market rates are expected to be lower and that bids will be solicited.
Multiple commissioners pressed detailed questions: Commissioner Andrews and others calculated long-term interest costs and asked whether the county or other partners might offer lower-cost, shorter-duration financing alternatives. Commissioners raised concerns that the process is lengthy for residents (taking multiple years) and that repeated reliance on a regional housing-study dataset risks over approving tax abatements without current market context (this was discussed earlier in the meeting during the brownfield item). Several commissioners supported the neighborhood-driven special-assessment approach but asked staff to research options for speeding approvals or easing financing burdens.
A motion was approved to ask county counsel for a high-level summary of options to improve special-assessment financing and to invite the county road commission to present the special-assessment district process to the board. The bond resolution itself was approved and the work on Hampshire Drive was reported by a resident as already underway; a resident confirmed the road had already been paved to a stronger standard and said the improvement should last well beyond the bond term.
