County approves Justice Facility advisory and technical committees with community and commissioner representation

The Grand Traverse County Board voted to approve membership for the Justice Facility Advisory Committee (JFAC) and the Justice Facility Technical Advisory Committee (JTAC), endorsing a broad roster of community representatives and several commissioners.
Administrator Alger summarized recommendations from the executive steering committee and noted additions including Chaplain Tina McCallie as the Keys to Freedom representative and invitations to BDAI and community members Darcy Pickering and Crystal Frost Anderson. The board motion appointed Commissioners McAllister, Spence and Morris to serve on JFAC with chair and vice chair as ex officio members if fewer than four commissioners choose to serve.
Board members discussed whether commissioner participation could create a quorum or create binding decisions. Administrator Alger and staff clarified that the committees are largely advisory: committee votes would be votes of the committee and would not bind the Board of Commissioners; if committee recommendations come before the Board, the Board would separately deliberate and decide.
JTAC membership was also approved with technical roles identified (risk-management, MDOC inspectors, jail operations experts and local emergency services). The Board approved both committee rosters by motion and voice vote.
Ending: Commissioners asked staff to provide clarity to the public about acronyms and committee roles. The committees are expected to begin meetings after GFC facilitation and preliminary planning, with a more intensive meeting cadence over several weeks.
