Commissioners decline to pay elevator modification cost after staff questions responsibility

Commissioners on Dec. 8 voted that the county would not pay for a recent elevator modification tied to structural-beam and shaft work at the courthouse project.
Staff presented the modification as a change related to the elevator shaft design and a structural beam at the top of the shaft. Sandra said she believed the change stemmed from design or structural-engineer issues and questioned whether the county should bear the expense. She also told the court the welding had been inspected and the elevator had passed inspection.
Commissioner Ford moved that the county not pay for the change order; Commissioner Clark seconded and the motion carried with no recorded opposition. Commissioners discussing the item said they were reluctant to absorb the cost and suggested the contractor, architect or responsible subcontractor should bear responsibility.
The court directed staff to follow up with JC Stoddard on allocation of cost responsibility and to report back; staff said they would continue the conversation with the contractor to clarify whether the change should be added to the GMP or charged to another party.
