Vernon County committee approves HR policy changes, emergency management building and IT upgrade request

The Vernon County General Government Committee approved several administrative and capital items on Feb. 4, including personnel-policy changes, construction of a new Emergency Management building and an IT upgrade funding request.
HR Director Trisha Lepke said the HRIS payroll system went live and reported a current employee count of 279 and a Neighborhood Clinic balance of $73,491 as of December invoices. The committee approved a revised Lead Facilities Maintenance Specialist job description intended to shift facilities oversight away from Phil Hewitt and under the Administrative Coordinator after the county hired Hewitt’s son for a position; Administrative Coordinator Cassie Hanan described the transfer as a policy fix. Supervisors asked whether the new hire would be required to have HVAC experience; Hanan said HVAC experience is preferred but not required.
On personnel policy, the committee voted unanimously to forward revisions to Policy 001, Policy 425, and Policy 427 that change the probationary period from six months to 12 months. The committee also approved a one-time calculation to adjust PTO balances for employees who believe they were shorted under the new accrual method, directing departments to complete the calculation within 60 days.
In Buildings & Facilities, the committee approved trade proposals to construct a new Emergency Management building at a total cost of $416,798 (motion by Supervisor Henry, seconded by Supervisor Eggen). The committee received five proposals for a Comprehensive Energy Study and Capital Improvement Planning Support and voted to interview Schnieder, Optera and Inbylt at a special GenGov meeting later in February.
IT Director Conner Simon presented a Ho-Chunk funding request to replace or upgrade switching equipment at a cost of $63,590; the committee approved forwarding the request to finance with a recommendation of approval. Simon said he would email his department report to the committee.
The committee set its next meeting for March 4 at 9:30 a.m.
