Vernon County committee weighs Focus On Energy audit and reopens firearms-in-buildings discussion

The General Government Committee of Vernon County discussed options for an energy audit and renewed debate over firearms in county buildings at its Dec. 3 meeting.
Corp Counsel Swayne told the committee that the county is required to solicit bids before entering into a contract with a qualified provider, following a presentation from Focus On Energy on its free-audit service. Supervisor Lawler proposed accepting a free audit and later selecting projects to capitalize costs and pay from future energy savings. Committee members asked to see a contract template and a comparison of program and service options before taking further steps.
The committee also renewed discussion about whether firearms should be permitted in county facilities. Multiple opinions were expressed and several department heads shared their preferences; no formal policy or vote was taken. Corp Counsel Swayne said she will review recent case law involving the City of Madison and report back with legal guidance on what the county can and cannot do under state law.
The committee requested follow-up materials (a contract template and comparative analysis) and legal review; no formal procurement decision or policy change was made at the meeting.
