Commissioners add behavioral-health MOUs and highway-safety contract items to consent agenda

County staff presented a package of behavioral-health memoranda of understanding (MOUs), contract addenda for local care providers, and a proposed contract renewal for a highway safety program, and commissioners moved the items forward to the consent agenda.
Kathy described several contract addenda: Eagle Ridge Personal Care Homes would receive an additional $38,629 to finish facility adaptations (increasing the contract maximum to $233,629) using mostly state funding with a county match of $10,770 for the period 07/01/2025–06/30/2026; Sinclair Services would receive an additional $10,000 (new maximum $35,500) to expand psychiatric and psychotherapy access for primarily Medicare clients (county match $1,637).
Kathy also discussed MOUs with the Behavioral Health Alliance of Rural PA (BHARP) covering reimbursement to county staff for participation, and data-sharing MOUs with Community Care Behavioral Health. Kathy said the MOUs run from 03/09/2026 through 03/31/2028 and that reimbursement funds total roughly $48,000–$50,000 annually with an additional ~$10,000 for extra executive-committee involvement.
Ray presented the Highway Safety Network renewal for PennDOT District 2 community traffic safety projects: total district allocation $99,918.40 across nine counties, Centre County share $32,320.85 with potential additional $15,000 for developments; contract term described as 10/01/2026–09/30/2027. Commissioners supported advancing the items; planning items 1 and 2 were approved and the MH/Drug & Alcohol items were added to next week's consent agenda.
