Acting warden reports rising jail population, staffing shortfalls and training; roof work to finish soon

The acting warden told the Chester County Prison Board on April 29 that inmate population and some service demands have risen since last year while staffing remains stretched.
The acting warden reported central booking and correction-center statistics, noting the correction-center population rose (45, up from 25 in February 2025) and that medical transports numbered 41 for the month, with nine to the emergency room. The warden said disciplinary actions were down to 119, 18 inmates were in restricted housing, video conferencing had been used 165 times with an estimated savings of about $16,500, sick calls totaled 658, and 111 inmates were classified as seriously ill for mental-health reasons (93 male, 18 female). Staff training included weapons qualifications, interpersonal-communications, emergency-response and prison-inspection coursework; three new officers started April 20, five promotions to sergeant were planned, and eight officers have left since the last meeting (a net staff reduction of five). The warden reported staff openings at 90 at the time of the meeting.
On facilities, the warden said the roof project should finish in about two weeks and that enclosure work will follow, dependent on weather. Board members asked questions about timing and implementation details; the acting warden said staff will keep the board updated.
