Brown County commissioners approve grant advances, hire maintenance director and adopt victims' rights proclamation

Sheri Tabor, identified in the minutes as JFS director, requested a $200,000 transfer from account 2551-5000-52133 (PCSA Transfer Out) to 2550-5000-40547 (Transfer In) to reimburse the PA Account for Child Welfare Cost Pool expenses; Commissioner Gordon Ellis moved the transfer and Commissioner Woodruff seconded. The motion passed unanimously.
The board approved a supplemental appropriation of $53,780 from the county general fund (1000 CGF) into maintenance accounts to cover payroll and benefits: $46,080 for maintenance salary/hourly, $7,000 for PERS, $450 for workers' compensation and $250 for Medicare. Commissioner Woodruff moved the appropriation and Commissioner Ellis seconded.
Related to grant activity, the board approved a supplemental appropriation of $187,500 into account 1000-1000-52134 (Advance Out) to serve as an advance of ACG Technical Assistance funds; those funds were then advanced into grant account 2101-1005-40503 for the Appalachian Community Technical Assistance Grant. The minutes state the advance will be repaid to the county general fund when Brown County is reimbursed. Commissioner Ellis moved the appropriation; Commissioner Woodruff is recorded as supporting the action.
The board also approved distributing $187,500 from the Appalachian grant to grant applicant Southern Hills Career and Technical Center by moving funds into grant expenditure account 2101-1005-52773. The minutes record the distribution to the applicant and show unanimous approval.
In personnel business, Commissioner Woodruff moved and Commissioner Ellis seconded to hire Jarrod Moran as Director of Maintenance, effective April 20, 2026; the motion passed on a roll-call vote.
The board adopted a proclamation designating April 19–25, 2026 as National Crime Victims' Rights Week in Brown County. The minutes list representatives present from YWCA of Greater Cincinnati (Danielle Rooney and Jennifer Milani) and Women Helping Women (Lindsey Longbottom, Cassidy Snider and Evelyn Hayslip).
