The Brown County Board of County Commissioners voted unanimously March 23, 2026, to enter a Title IV‑D subgrant agreement with the Ohio Department of Jobs and Family Services (ODJFS), Office of Child Support, Fiscal Administration, Contract Unit, to support operation of the county’s Child Support Enforcement Agency (CSEA) for Jan. 1–Dec. 31, 2026. The motion was moved by Barry L. Woodruff and seconded by Gordon Ellis and followed a recommendation from Ryan Gallenstein, CSEA CFO.
The board approved multiple contract line items tied to the subgrant. The record lists three private‑attorney contracts — Mackenzi A. Carrington, Attorney at Law; C. Nicholas Ring, Attorney at Law; and Rachel Triplett, Attorney at Law — each billed at $850 per unit of service with a total contract cost of $10,200.00 per contract. The minutes also record a contract category for the County Prosecutor’s office for legal services in the amount of $303,677.27; Clerk of Court filing services with the Court of Common Pleas, Juvenile Division for $74,971.66; Juvenile Division magistrate services for $145,476.72; and Domestic Relations Division magistrate services for $52,562.64.
According to the journal entry, the contracts are part of the ODJFS subaward package that applies to Brown County as a standalone agency. The board motion indicates the full agreements are on file with the county ("See complete agreements on file" as recorded in the minutes). The board recorded a roll‑call vote of Mr. Woodruff, Mr. Ellis and President Tony Applegate — all voting yea — and the motion carried.
No members of the public were present to comment on the subgrant at the meeting. The minutes list the effective dates for the ODJFS subgrant as Jan. 1, 2026 through Dec. 31, 2026. The board did not record additional debate in the minutes; the action was entered as a formal approval and the complete contracts are available in the county file, per the journal notation.
The board moved on to adjourn immediately after the listed agenda items.
