Perquimans County adopts rule barring livestock on Courthouse Green except by special permit

Perquimans County commissioners on Nov. 3, 2025 approved formal regulations to protect the historic Courthouse Green by prohibiting livestock — "including, but not limited to cattle, sheep, lambs, goats, pigs, poultry, etc." — on county property unless the activity is sanctioned by the county as a special event.
County Manager Frank Heath presented the recommendation after the Board was informed of a recent incident involving livestock on the green that left waste on the grounds. Under the approved recommendation, decisions about allowable activities on the Courthouse Green are delegated to the County Manager. The manager may, after receiving a special request, consult the Board at the next regular meeting for additional clarification if needed.
Charles Woodard moved to approve the recommendation as presented; Timothy J. Corprew seconded the motion, which passed unanimously.
