Moraga council approves amended MPA joint‑powers agreement and board appointments

Town staff asked the council to adopt an amended and restated Joint Exercise of Powers Agreement for the Municipal Pooling Authority (MPA), the city's joint insurance pool for property, workers’ compensation and general liability coverages, and to appoint primary and alternate representatives to the MPA board.
Katie Bruner, the town’s Administrative Services Director, introduced the item and explained the appointment swap (Bruner would serve as primary attendor in practice). Linda Cox, MPA's chief administrative officer, summarized MPA services including in‑house claim administration, wellness programs, pooled general liability and workers' compensation layers and excess coverage through PRISM. Cox noted MPA covers multiple programs used by members and that the JPA and bylaws had been vetted through the pool's coverage and governance committee.
During the presentation a councilmember raised a possible financial interest in an EAP portion of the program because a spouse works for the EAP provider; the town attorney advised recusal and the member left the room for the vote. Following questions about stability, coverage layers and administrative services, the council member moved to approve the amended and restated JPA and the appointments; the motion passed 4–0.
The resolutions (adopted as presented) update Moraga's agreements with MPA and designate the town's primary and alternate board members for MPA governance.
