The Walnut Grove City Council discussed proposed amendments to accessory dwelling unit (ADU) rules at the March 26 work session, with councilors emphasizing two priorities: allow ADUs to enable aging‑in‑place and caregiver housing while protecting neighborhood character and avoiding unintended conversion of single‑family neighborhoods into de‑facto multi‑family areas.
Staff reviewed current code elements and noted existing emergency COVID-era exceptions; councilors and staff discussed practical constraints including minimum lot size, setbacks, sewer/septic capacity and off‑street parking requirements. Councilors repeatedly referenced an 800‑square‑foot figure for ADUs in current code as a useful baseline and urged that owner‑occupancy of the principal dwelling be preserved so ADUs not be used to create investor‑owned rental pairs in small lots.
Parking and driveway access were named recurring concerns—staff pointed out code already requires at least one paved off‑street parking space dedicated to the ADU and suggested mandatory additional driveway/frontage in narrow neighborhoods to avoid curbside parking pressure. Several councilors said neighborhoods with small lots (e.g., 80‑foot lots) would be practically barred from many ADUs under setback and parking rules.
Staff cautioned that sewer and septic capacity in older neighborhoods presents a hard constraint: until sewer is extended to some areas, ADU expansion may be impractical. Council asked staff to draft a version that consolidates the proposed protections and aligns them with current regulations for review at the next work session.
