Belvidere approves forced and voluntary annexations covering multiple Deer Hills parcels

City Attorney Drella explained two kinds of annexation under Illinois law and recommended motions to bring holdout parcels into the city. For parcels that are completely surrounded and under 60 acres, Drella said the municipality may adopt an ordinance to annex after proper notice; the committee approved an ordinance to annex four properties (314 Brockett Trail; 318 Brockett Trail; 684 Red Deer Trail; and townhomes at Harbor at Beaver Creek) using that provision.
Drella then described several voluntary annexations — 319 Whitetail Trail, 365 Whitetail Trail, 35049 Smokethorn Trail and 560 Smokethorn Trail — noting those property owners filed petitions to annex. The committee approved the voluntary annexations as recommended.
Drella said one lot in the far northeast section of Deer Hills 2 remains outside the city and unresponsive to outreach; he suggested leaving that parcel unaddressed for now rather than pursuing litigation. Both annexation motions passed on voice votes.
