NJ Cannabis Regulatory Commission approves licenses, ownership changes and renewals; issues fines to two companies

The New Jersey Cannabis Regulatory Commission approved a broad slate of licensing items at its public meeting, including conversions, ownership transfers, annual licenses and renewals, and also imposed enforcement penalties on two companies for regulatory violations.
The executive director, Chris Riggs, told the commission that licensing activity remains robust: staff reported about 3,000 applications in the portal with roughly 2,500 approved and more than 290 medical and recreational dispensaries open across all 21 counties. After the briefing, the board moved through a series of votes that included two micro-to-standard business conversions (Canopy Crossroad LLC and Dank Poet Dispensary LLC) and 11 conditional-to-annual conversions covering cultivators, manufacturers, retailers and a wholesaler. The board approved seven adult-use annual licenses and a large tranche of annual renewals after staff confirmed completeness and compliance.
Several ownership-change applications were approved after the Office of Compliance and Investigations completed vetting. Commissioner Mapp recused herself from the Canna Verde Dispensary matter because of a professional relationship and stepped out for that vote; Commissioner Ferraro recused herself from reviews for Valley Wellness, Wildflower Market and Air Wellness for similar reasons. Where recusals were recorded, the remaining commissioners voted to approve the transfers.
The board also approved an endorsement for a cannabis consumption area for Blazin' Buddies LLC (Millville), and an expanded alternative treatment center certification for Brute's Roots LLC (Paulsboro). Director Riggs asked licensees to be responsive to licensing staff because renewals require a 90-day lead time.
Enforcement and administrative actions: Chief Counsel Toyson presented two notices of violation. For INV-882025 (Verano NJ LLC), the staff alleged packaging, labeling and equipment-inspection failures that produced underweight pre-rolls; Commissioner Laufer moved fines of $10,000, $10,000 and $500 for three distinct violations and the motion passed. For INV-147-2025 (OG's brands), staff alleged the manufacturer supplied non-infused gummies (treated as food) to retailers in violation of manufacturing rules; Vice Chair Nash moved a $10,000 penalty for the identified rule violation and the motion passed.
Waiver and administrative-extension decisions: The board considered waiver WR052 from Flowerbomb Dispensary related to renewal application and fee waiver requests after the licensee experienced a fire. The commission voted to deny the renewal-fee waiver portion (rule 7.17(d)(11)), grant a waiver under rule 7.16(c) for extenuating circumstances, and administratively extend the license until Sept. 30 to allow staff to reassess progress.
Administrative extensions were also granted for five licenses tied to Pure Leaf NJ for a 60-day period while related litigation continues, on advice of counsel.

What commissioners said: Chief Counsel Toyson framed the enforcement matters around specific regulatory violations, and Vice Chair Nash emphasized that staff had already advised the licensee not to dispense certain products in the OG's case: "They were told by our compliance staff that they were not permitted to dispense it, and they did it anyway," Vice Chair Nash said.
What happens next: Staff will finalize agency decisions and craft written orders reflecting the board votes and, where applicable, the specified fines and administrative timelines. Licensees affected by administrative extensions and waivers remain under staff review for compliance progress.
