County advisers outline May revise risks and governor's $3.3 billion Prop 1 plan for homelessness

Amy Costa of Full Moon Strategies briefed Alameda County supervisors on the state budget outlook and the governor's recent announcements about homelessness and housing policy.
"We've marked another legislative deadline passed this past week," Costa said, and told the committee to expect a May revise that could reshape what moves off the legislative suspense files. She said financial conditions had worsened and that lawmakers were preparing for a budget shortfall "in the tens of billions."
Costa described the governor's virtual press conference and the release of a model ordinance addressing encampments. The model ordinance would prohibit persistent camping in one location and obstruction of sidewalks while requiring jurisdictions to give at least 48 hours' notice, offer shelter and services, and properly store personal belongings before clearing a site.
She said the governor highlighted $3,300,000,000 in Proposition 1 funding for health infrastructure grants intended to expand residential beds, outpatient services and treatment facilities, with emphasis on rural and underserved areas. Costa said the governor plans to consolidate homelessness and housing programs in a new housing and homelessness agency; the Little Hoover Commission will review that reorganization and report by June 4.
Costa also reported that the county-sponsored measure recorded in PAL notes as "SB 6 17" received Senate Rule 28.8 and is on second reading in the Senate.
Supervisors asked about how possible realignment adjustments and the new agency might affect county allocations and oversight of Prop 1 funds; Costa said the new agency would likely administer homelessness-related programs and the state would provide further guidance following the Little Hoover Commission review.
The committee did not take formal statewide positions at the meeting but encouraged staff to track the May revise and Little Hoover Commission review.
