Bonner County delays jail-roof repair amid warranty dispute; approves call-evaluation contract

Commissioners on the Bonner County Board voted on March 24 to delay action on a proposed repair to the county jail roof after heated discussion about who should inspect the leak and whether the work could void an existing warranty. The board instead asked legal staff and the sheriff's office to assemble contract and warranty documents and bring a clarified recommendation back to a future meeting.

The undersheriff (Speaker 4) told the commission the roof continues to leak and presented a repair proposal; commissioners pressed why the county would pay for outside repairs before the contractor that holds the warranty had inspected the roof. One commissioner (Speaker 3) said, "I can't see why the county would pay $6,500 instead of make a phone call when Bill's last email on this roof was Rick has a relationship with the company that put [it] on" and urged that the warranty holder be asked to inspect first. County counsel present (Speaker 17) confirmed there are competing subcontractor scopes and noted parts of the roof work may not be covered by the original warranty, but counsel also said he did not have all documents on the record.

Because legal counsel who had previously advised a course of action was not available to explain the written opinion to the full board, commissioners agreed to remove the item from the current agenda and to reconvene with complete contract and warranty documentation. "We all acknowledge and have seen that there is a roof leak issue that needs to be resolved," the chair (Committee member, Speaker 2) said; but the board emphasized, several times, that the county should not risk invalidating an existing warranty without first seeking an inspection and written position from the warranty-holder.

Separately, the board approved a one-year agreement for the sheriff's office with Comms Coach to provide call and radio evaluations, post-event audio transcription, searchable reviews, dashboards and evaluator feedback. The contract was described as a quality-control and training platform; the undersheriff said the first-year introductory cost is $15,000 with a projected renewal of $22,500. The motion to approve the Comms Coach agreement passed on roll-call vote.

The board also approved a coding correction moving $56,811.36 to the correct jail vehicle budget line for a 2026 Chevrolet Tahoe that had previously been authorized. That budget transfer was presented by the sheriff's office and approved without public objection.

The board left the jail-roof item tabled and asked the sheriff's office and county counsel to return with a full set of documents and a recommended path forward.

What happens next: the sheriff's office and legal counsel will provide the warranty and contract details at a future meeting so the board can determine whether the warranty-holder has an obligation to inspect or repair before the county authorizes third-party work.
