Council approves consent agenda, multiple training requests and appoints Tyler Hess

The Red Bud City Council approved a multi-item consent agenda that included ordinances and administrative actions, authorized a series of training requests for public-safety and public-works staff, and appointed Tyler Hess to the economic development commission.
The Chair presented the consent agenda (items a–k), which the council approved without separate roll-call discussion. The list included approval of December meeting minutes; a Cassell Cloud software proposal; authorization for Jill Glangraff to attend the ILCMA winter conference in Bloomington in February (not to exceed $980); Ordinance 15-65 (a Kratom prohibition); direction for the city attorney to update parking and towing zones; the Chamber of Commerce 2026 calendar; Ordinance 15-66 (electric rate increase); Ordinance 15-67 (local government billing act); an updated comprehensive plan; payment for crop damage at Redwood Business Park; and recommended alterations to the 2021 International Residential Code.
Public health and safety committee staff described multiple law-enforcement training requests — including a 24-hour DWI detection standardized field sobriety course, an 8-hour defensive tactics course and high-risk traffic stops/de-escalation training — and said many trainings are available through a group referred to in the transcript as "SILENT" at an approximate $100 annual per-officer fee. "So, basically, through SILENT, we have a, we pay a $100 a year per officer, and we get all the training that we can sign up for," a staff member said. The council approved the grouped training requests by motion and roll-call vote.
Public works requested approval for pipeline safety excavator training for Adrian Walsh and Scott Becker at up to $200 each; that request was also approved.
Alderman Evoy nominated Tyler Hess to the economic development commission; the nomination was seconded and the council voted to appoint Hess to the commission. The council also reviewed upcoming meeting dates, advised of a siren test on the 6th, and the Chair announced the community "America 250" festival scheduled for Aug. 29, 2026 at Lincoln Park, directing the public to the "Red Bud AM 2 50" Facebook page for updates.
The meeting concluded at 6:10 p.m. after members moved and seconded adjournment.
