Residents press Swansea trustees on reserve policy, road safety and nuisance items

Tim Buchanan said the village should clarify who is responsible for enforcing its reserve ordinance and questioned whether the village is following the code’s limits on reserves. He said a 3–4 month cap was reasonable and warned that very large reserves mean future taxpayers who paid for them may no longer live in the village when funds are spent.
Steve Duff raised several neighborhood maintenance concerns: he asked whether front-yard trampolines could be restricted to backyards, suggested garbage cans be required to be stored out of view except on collection day, and asked the village to notify the state about a long-standing hole at Fullerton and 159 that now exposes rebar and presents a traffic hazard. Trustees and staff said they would look into enforcement and contact appropriate agencies about the roadway.
