St. Martin Parish Council approves multiple zoning exceptions allowing homes in nonresidential zones

The St. Martin Parish Council, acting as the Board of Adjustment, unanimously approved a series of exceptions April 7 permitting single‑family mobile homes or single‑family dwellings on properties where such uses are not generally allowed under existing parish zoning.
The approvals — each adopted by motion and unanimous vote — covered requests from multiple property owners to place or build residences within zoning districts including I‑1 (Light Industrial), W‑3 (Woodland/Floodplain‑Commercial/Light Industrial) and C‑1 (Light Commercial). Applicants and affected addresses included: Alisha Serrette (Corie S. Vige) at 2242 Coteau Rodaire Highway, Arnaudville; Seth and Victoria Breaux at 1712 Grand Anse Highway, Breaux Bridge; Walter and Doddie Picard (Kim Horton) at 1212 Bayou Alexandre Highway, Lot‑D, St. Martinville; Seonghyun and Grace Park (Benjamin & Jennifer Landry) at 2102 Cypress Island Highway, St. Martinville; Michael and Donna Naumann at 2220 Cypress Island Highway, Lot‑15, St. Martinville; Keith and Lisa Johnson at 4176 Poydras Highway, Breaux Bridge; Cory and Bethany Babineaux at 3359 Catahoula Highway, St. Martinville; Michael Champagne (Christopher Jacques) at 2751 Main Highway, Breaux Bridge; and Traylen Williams (Terry Williams) at 1114 George Dupuis Road, Breaux Bridge.
Director of Planning and Zoning Morgan Allemond advised the Council on the zoning classifications and noted that single‑family dwellings and single‑family mobile homes are not permitted uses in the listed districts without Board approval. Council members moved and seconded each item in turn; the minutes record unanimous approval with Council Member David Poirier excused from the meeting.
The approvals permit the applicants to seek required permitting and construction approvals consistent with the Board’s exceptions and subject to any permitting conditions the parish imposes. The parish’s zoning ordinance requires Board of Adjustment approval before permitting or construction when a use is not allowed in the base zoning district.
The actions were recorded in the meeting minutes as individual motions; each motion passed on the 7th day of April, 2026. The Council did not record any public opposition at the time of the votes.
