Macomb council accepts FY2025 audit and approves series of permits, bids, contracts and a $65,000 property purchase

At its Nov. 3 meeting, the City of Macomb City Council accepted the final audit for the fiscal year ended April 30, 2025, and approved a package of routine ordinances, contracts and a property purchase.
Audit: Jason Coyle, a principal with Baker Tilly, told the council the audit team issued an unmodified (unqualified) opinion on the city's GAAP financial statements for FY2025. He said the firm restated some beginning fund balances and implemented accounting pronouncements affecting other postemployment benefits and compensated absences. Coyle reported net pension liabilities of about $20.7 million (down from $21.3 million the prior year) and said the general fund reserve ratio stood at about 67% of annual expenditures. The firm also performed required single-audit work on federal awards (including CDBG) and reported no findings. Council moved to accept and file the audit report, and the motion passed on a unanimous roll call.
Permits and ordinances: Council carried second readings and votes authorizing (1) the sale of certain city personal property, equipment and vehicles (exhibit A in the packet); (2) a special-use permit allowing front-yard parking at 605 Memorial Drive (planning commission recommended approval, 10-0); and (3) a special-use permit for roof-mounted solar at 1631 East Jackson Street submitted by Midwest Car Washes LLC (planning commission recommended approval, 10-0). Each ordinance advanced by roll-call votes recorded as all ayes.
Bids and contracts: The council awarded the Macomb Police Department exterior window replacement project to Lavender Construction, Inc. for $51,137, with the chief noting the project includes Pella windows and that a $15,000 grant was secured to offset costs; one council member recused on that vote. The council also authorized a contract with Fluid Control Products for repair/replacement of sludge-thickener gearbox components for $31,772.62; staff said the original manufacturer performs the work and lead time is 37'38 weeks, meaning the expense will likely fall in next year's budget.
Marketing and real estate: Council authorized a statement of work for a city marketing plan developed by Leap Group Matter (the city budgeted $25,000 with a $20,000 contribution from the Macomb Park District) and asked staff to return the final contract for approval at the next meeting. The council also approved execution of a purchase agreement for real estate at 5 East Side Square for $65,000; the city will pay closing costs and may perform inspections for informational purposes. A council member voiced concern that the public had limited time to review the real estate proposal prior to the vote.
Next steps: several items will return to Committee of the Whole or a future council session for final contract approvals or implementation details; council also went into executive session to consider additional real-estate matters under the Illinois Open Meetings Act (section 2(c)(5)).
