Administrator Knight presents revisions to Monroe's 2026–2030 strategic priorities to guide 2027–28 budget

Administrator Knight briefed the council on revisions to the draft 2026–2030 strategic priorities and strategic plan revisions discussed at the Feb. 3 council meeting.
"So the, issue this evening is to highlight the revisions, that were made to the strategic priorities and strategic plan that council discussed at its February," Administrator Knight said as an introduction to the staff summary.
Knight described two substantive edits under "strengthened connections": adding the word "activities" to "support and expand events" so it now reads "activities and gathering spaces," and changing the phrase for community engagement to "that bring residents together." Knight also said staff added a new bullet to "plan infrastructure improvements to achieve multiple community benefits," explaining city projects should look for opportunities to combine improvements (for example, coordinating water/sewer work with street and pedestrian improvements).
The presentation included scheduling changes in the plan: moving activation of the Cadman property from 2027 to 2030; planning an in‑house review and update of the 2022 lodging needs assessment in 2027; and adding an evaluation of youth and student involvement in civic life in 2028. Examples added to 2026–2030 included bike and pedestrian safety projects such as RRFBs and traffic safety cameras. Knight said the draft will be used to develop the 2027–28 budget and that council will be asked to adopt a plan for the next two years after the budget is set.
Council members praised the changes and emphasized the human‑services and youth engagement elements. Administrator Knight said staff will begin developing the 2027–28 budget using the draft priorities.
Votes at a glance: earlier in the meeting the council approved the consent agenda by voice vote (moved by Council Member Beaumont; seconded by Council Member Fisher), and the motion passed 7–0.
