Council holds procedural public hearing on interim housing ordinance

The Monroe City Council opened a procedural public hearing on March 24 to satisfy a statutory requirement for the interim housing ordinance adopted Feb. 24, 2026.
City staff member Ms. Murnau said the hearing was "procedural in nature" and described the background: the council adopted interim ordinance number 1/20 26 on 02/24/2026, the ordinance allows "step housing and co living housing in certain zones as required by House Bill 12 20 and House Bill 19 98," and the interim ordinance is set to expire on 09/04/2026 unless further action is taken. Ms. Murnau said the deadline to schedule the required public hearing was 04/25/2026 and that holding the hearing that evening met that requirement.
During the hearing staff presented the staff report, the council invited public comment, and no one spoke on the item during the public comment period. Ms. Murnau told council there was no recommended action at the hearing but that the council could, if it wished, adopt additional legislative findings in support of ordinance number 1/20 26 after the public hearing.
After questions about procedure and no public testimony, the mayor pro tem closed the hearing. No vote or legislative action occurred in the meeting on the ordinance itself.
