Cosmopolis council unanimously adopts 2025 budget and approves several routine agreements

The Cosmopolis City Council unanimously approved Ordinance 13-96 adopting the 2025 budget and Ordinance 13-97 amending the 2024 budget; the council also approved an interlocal public-works agreement, LeMay rate adjustment and a one-year insurance premium finance agreement.
At its Dec. 4 meeting the Cosmopolis City Council took a series of formal actions, approving the 2025 budget and a 2024 budget amendment and voting to renew routine agreements and finance items.
Ordinance 13-96 (2025 budget). After a second reading and a brief public hearing, the council approved Ordinance 13-96 by roll-call vote. Council members Skinner, Wynne, Spargo, Colette and Darcy each recorded a vote in favor and the motion passed unanimously.
Ordinance 13-97 (2024 budget amendment). The council approved a second ordinance to amend the 2024 budget by roll-call vote; staff had described only minor items in that amendment and recommended approval.
Interlocal agreement with Grays Harbor County Public Works. Council members Darcy and Spargo presented a renewal of an interlocal agreement that permits the county to assist Cosmopolis in emergencies at a charge only when services are used. The city attorney reviewed the agreement and reported no legal concerns; the council approved the renewal by voice vote.
LeMay annual rate adjustment. Council considered an annual rate adjustment required by the city’s existing contract with LeMay for solid-waste services. Council member Skinner moved and Councilman Esparza seconded the motion; following brief questions from councilors the motion carried by voice vote.
CIAW City Insurance Premium Finance Agreement. The council approved a one-year premium finance agreement to finance the city’s insurance premium (total premium cited $179,304.88) with an associated finance charge (disclosed as about $8,000). Staff described the financing as consistent with prior practice for making large premium payments manageable; council members said they will review alternative insurance options next year.
No public speakers addressed agenda items during the general public-comment period; the meeting concluded with council announcements and adjournment at 7:37 p.m.
