Kyle, who described the position’s evolution, said the incumbent, Paul Odette, was hired in 2018 in a split role but in 2024 moved to 100% vector duties. Kyle said Odette now handles contractor coordination, parts procurement and inventory for an expanded fleet — described in the meeting as roughly 11 UTVs, 37 pickup trucks and 10 trailers — and supervises many temporary employees. "He's doing a lot of what Ben used to do: ordering parts and dealing with contractors and keeping a stockpile of filters and oil," Kyle said.
Staff told the committee those changes mean the position's essential functions have shifted enough to warrant a formal regrade through Gallagher. A motion to forward the classification request to Gallagher was made, seconded and approved by voice vote.
The committee did not provide a fiscal impact estimate at the meeting; staff said the cost would be known only after Gallagher completes the reclassification.
