Planning, community corrections and budget process updates presented to Saline County commission

At the March 17 meeting the commission heard three informational presentations: a planning-and-zoning year-end update, a community corrections semiannual report and the proposed 2027 budget process.
Planning and zoning administrator Tim Hamilton reported the planning commission considered nine conditional-use permit applications and one transfer of development rights in 2025, finalized provisions for battery energy storage systems in unincorporated Saline County (adopted by the commission last August), and noted four vacancies on the planning commission with staff-submitted applicants for terms that would run from April 1, 2026 through March 31, 2029.
Community corrections director Michelle Kellum gave a semiannual report covering October 2025 through March 2026. She said the department has 396 adult intensive-supervision clients (including three from Ottawa County), 79 drug-court participants, 97 clients on pretrial monitoring and 88 juvenile services clients. Kellum described staff training on secondary trauma, a quality-assurance program with Community Solutions, resumed pretrial services in Ottawa County and plans for a fifth local specialty core conference in September.
County administrator Philip Smith outlined the 2027 budget calendar, noted that state law now sets an October 1 deadline for budgets submitted to county clerks, and proposed starting with one mill for outside agencies (0.5 mill to a mental health fund and 0.5 mill for other agencies divided between social services and economic development). He proposed a Social Services Funding Advisory Committee to review outside-agency applications and make recommendations by June 12 for incorporation into the administrator's recommended budget.
Commissioners generally praised the proposals and thanked staff for the work; no formal action on these informational items was required at the meeting.
