Clark) and Z2024‑041 (SUP for a single‑family infill home at 325 Valiant Drive) after staff noted nonconforming garage orientations but concluded the proposed homes were consistent with surrounding housing. Anthony Ramos (applicant on 515 S. Clark) explained the lot’s floodplain constraints and said a garage decision would follow site planning.
Council also approved Z2024‑043, allowing an applicant at 1202 Gideon Grove to retain and permit three detached accessory structures including one larger than the 144‑square‑foot per‑structure limit; the applicant paid the required noncompliance fee. Council members asked staff to prepare an agenda item on enforcement practices and penalties for work completed without permits.
On short‑term rentals, the council voted to table Z2024‑044 (applicant absent) to the Nov. 4 meeting after discussion; by contrast the council approved Z2024‑046, a non‑owner‑occupied short‑term‑rental SUP at 108 Reliance Court, even though it sits about 950 feet from an existing non‑owner short‑term rental (the city’s spacing standard is 1,000 feet). Planning & Zoning had recommended approval of the Chandler’s Landing request 6–0; staff noted 25 written notices of opposition and two in favor.
