Senator Marr, the amendment proponent, told colleagues the consolidated reporting will reduce duplication and improve the agency’s ability to trace outcomes over the life cycle of children served by state systems. He also explained that DCF cannot directly report to the NCIC (National Crime Information Center), so the portion of the bill requiring DCF to report missing or abducted children to NCIC was removed because law enforcement — not DCF — has access to NCIC. "We're changing the name because P20WIN was focused on disconnected youth, and Datalink CT will let us examine information across the life cycle," Marr said.
The amendment was adopted by the Senate and the bill passed on a recorded vote; sponsors said the changes streamline oversight and remove duplicative reporting burdens. Implementation details, including the consolidated report's precise content and submission schedule, were described in the amendment and will guide agency compliance.
