Yavapai County supervisors accept Seligman constable resignation, approve contracts and extensions

The Yavapai County Board of Supervisors on April 15 accepted the resignation of Seligman precinct constable Richard P. Twist, effective April 24, 2026, and authorized county staff to begin a public application process.
County staff described the timeline: staff will issue a press release, accept letters of interest and resumes with a stated deadline described in the meeting as "May at 5 p.m.," and anticipate making an appointment at the May 20, 2026 meeting. Supervisor Coopnell moved to approve the process and the board voted unanimously by roll call.
The board also approved a six-month extension of the intergovernmental agreement (IGA) with the City of Prescott so the city can continue to provide municipal-court services at the county courthouse while it seeks a new location. Martin Brennan, county counsel, said the city needs more time and the county agreed to the extension; the board approved the extension unanimously.
Other approved items included a facilities contract with CML Security for $316,960.11 to update county electronic security equipment; a five-year renewal of the county phone and collaboration system presented by ITS to secure cost savings and price protection; and a public-works contract awarding Asphalt Paving and Supply the low bid of $848,306.40 to pave Chisholm Trail and Pinion Place. Roger McCormack, public works director, said two other bids were higher (Earth Resources Corporation at $887,302 and Fan Contracting at $914,310).
Each action item passed on unanimous roll call; no members voted against or abstained during the meeting.
The board later entered executive session for legal advice and, upon return, reported no further action and adjourned.
