Panel approves $2,000 tax credit for rural frontline nurses to help stabilize staffing

Jo Campbell, CEO of Hill Country Community Clinic, described how losing a single nurse can delay care and close services in rural clinics, and she urged passage so clinics can better retain staff. Supporters said the credit is nonpartisan and aimed at a documented statewide nursing shortage that is particularly acute in rural areas.
Opposition on the record came from the California Teachers Association, which registered respectful opposition though the remarks on the transcript were not elaborated. Committee members asked technical questions about whether the relief is a tax credit (a general fund expenditure) and how it interacts with Proposition 98 funding; witnesses and the author explained that credits are treated as general fund expenditures and can affect Prop. 98 calculations.
The committee accepted amendments and passed SB 11 02 as amended out of committee (recorded tally: 5 yes, 0 no). The author will continue working with the committee on administration and eligibility to ensure the credit targets frontline rural staff.
