Barnett told the council it had been "an honor and a privilege to serve this community" and thanked colleagues, family and the city's executive team.
The recognition noted Barnett's role in securing awards for the city's arts programming and said she supervised divisions including the Old Town Temecula Community Theater and the Merc. The ceremony concluded with a standing ovation and remarks from staff and council members wishing Barnett well in retirement.
The mayor and council highlighted Barnett's mentorship of staff and contributions to the city's arts and cultural footprint; no council action was required.
