Yuma council adopts school IGA, approves rezoning and responds to new state standard-plan mandate

On the motion consent agenda, Councilmember Morales moved to approve MC 20 26-071, a request for qualifications to award a contract to develop residential standard plans; Councilmember Smith seconded and the item was approved as part of the consent motions. Community Development Director Alisa Linville told the council the action responds to Senate Bill 1529, which requires jurisdictions to offer standard plans for accessory dwelling units, single-family homes, duplexes and triplexes, with an initial set due for use by July 1. Linville said the goal is to improve affordability by lowering costs for applicants who choose to use the standard plans; she confirmed property owners would retain the option to use custom designs.
Councilmember Morris declared a potential conflict and recused himself from discussion of one motion-consent item; the mayor noted Morris stepped off the dais for that agenda item.
Councilmembers moved, by voice votes on the remaining consent and motion items, to adopt the remainder of the motion consent agenda. The meeting record shows the council then adjourned to an executive session later in the evening.
