WPCA approves engineering contract and supplementary sewer assessments for two properties

Brian Thompson, WPCA general manager, presented three actions to the board: an award of an engineering design contract for Pump Station 10 force main replacement, and two requests for supplemental sewer connections tied to assessments.
Thompson said Nafis and Young (lowest bidder) is recommended to design the replacement of the 1972 force main; he reported ten responsive bids and that funding for design and construction had been appropriated by the Board of Finance and RTM. The agreement returned to the board had already been reviewed by attorney Levine and Thompson said the signed agreement was ready for execution after the award.
On connection requests, Thompson said 11 Ledgemoor Lane has a compromised septic system and requested activation of a deferred assessment under contract 73: $49,627.73 to be levied 07/01/2027. For 4 Hales Road, the WPCA reported that a property originally assessed as a single‑family unit should have been recorded as a two‑family dwelling in 2008; the authority recommended correcting the assessment and approving a detached three‑bedroom ADU application. WPCA proposed an additional assessment totaling $18,100.52 (or $9,050.26 per additional unit) plus an inflow and infiltration (I&I) abatement fee of $7,929.18 to be collected before issuing a sewer permit; the board approved the requests contingent on WPCA conditions and planning/zoning approvals.
Thompson said the design contract award and the assessments will allow the WPCA to move forward with design and construction scheduling and to ensure correct assessment collection on properties that are being connected to the sewer system.
