The Board of Selectmen approved an encroachment waiver that allows developers to relocate portions of historic stone walls along Roseville Road so a proposed four‑lot subdivision and private roadway may be constructed.
Engineer David Ginter, representing the property owners, said the proposal would move 75 feet of existing stone wall in front of 112 Roseville Road and 42 feet of stone wall in front of 110 Roseville Road to shift the new private road and improve sight lines at the Whitney‑Roseville intersection. He said the relocation is part of a subdivision of 112, 114 and a third parcel (3 Elwell).
Town engineer Keith Wilberg told the board his March letter recommends the waiver for two reasons: topographic hardship (steep slope that makes entirely moving the wall onto the owners’ property impractical) and a long‑standing sight‑distance safety issue at the intersection. He said the change will improve safety for northbound movements at the stop sign.
Property owner Linda Prestigard spoke in favor of the plan, told the board she authorized the developers to speak on her behalf and said the developer has agreed to rebuild the moved wall in the same dry‑stacked method and to consult with her on the wall’s appearance and on protections where the relocated wall will be higher. "They've been very forthcoming with what they plan to do," Prestigard said.
After board questions and staff confirmation, a motion to accept the waiver as presented passed by voice vote.
