Selectmen approve amendment to Long Lots Elementary construction manager GMP after committee recommendation

Jay Keenan, chairman of the Long Lots School Building Committee, asked the Board of Selectmen to amend the construction manager at‑risk guaranteed maximum price (GMP) contract to add phase 3 — the building construction work for Long Lots Elementary.
Keenan told the board that the phase‑3 GMP is listed in the committee’s materials as $83,093,673.19, bringing the total GMP contract to about $87,658,000, and said the amendment does not request new town appropriations because funding has already been approved.
The request followed earlier phases that covered geothermal wells and pre‑purchases; Keenan said phase 3 covers mechanical, electrical, concrete, foundation, steel, elevator work and other major trades and that the building committee and Newfield Construction reviewed bids and recommended contractors for the 23 trade packages included in the phase.
During public comment, resident Tony Simonetti said he had repeatedly requested access to some bid documents and cost estimates and criticized a lack of transparency. "It is frustrating that there's a continued withholding of information," Simonetti said, and asked whether the RFPs, bid packages and cost estimates would now be made available. Keenan responded that redacted bid packages and specifications — with security information removed — had been delivered to the town purchasing office and could be reviewed by appointment; attorney Doug Lamonte said he would review the amendment exhibits and attachments in the coming days to confirm that dollar amounts and descriptions are accurate.
Selectmen asked whether the amendment sought additional funds; Keenan and committee members said no additional appropriations are being requested at this time and the amendment is procedural to roll the next phase into the GMP. The board approved the amendment by voice vote subject to final review and approval of the contract documents by the town attorney.
The committee will proceed to finalize the contract language and attachments and return the amended agreement to town staff for signature after the attorney’s review.
