Senior Analyst Larkin Feiler told commissioners the site contains a roughly 90,008‑square‑foot industrial/warehouse building, is pre‑zoned for public facilities and will see limited tenant improvements for safety and ADA upgrades; no expansion or intensification of use is proposed. Staff recommended the commission find the annexation exempt from the California Environmental Quality Act under a Class 19 exemption and adopt the attached resolution to conditionally approve the annexation (File number A202506, APN 16728015).
Commissioners asked whether truck traffic or roadway impacts would change. Jesse Davis, the City of Ukiah’s chief planning manager, said the corporation yard’s operations are expected to be consistent with prior industrial uses and that the city does not anticipate a significant change in traffic on North State Street or Carousel Lane. "In terms of level of change, we don't expect it to change much," Davis said.
Commissioners also asked about plans for the old corporation yard; Davis said the city envisions aviation‑related uses tied to the airport layout plan and that relocating the yard will better align property uses with city goals. After discussion, the commission adopted the resolution conditionally approving the annexation by roll call vote.
