Committee moves bill giving utilities a limited-lines license to offer home-protection plans

Assemblymember Papan presented AB 19 31 to clarify how utilities may offer or facilitate home-protection products such as repair plans for water, sewer and HVAC service lines. Kristin Olson and Scott Perris of HomeServe and representatives of several water and gas utilities testified in support, saying the measure preserves consumer protections while providing a workable regulatory pathway for utilities and third-party providers. No lead opposition appeared in the hearing record and the committee moved the bill as amended to the Committee on Appropriations and left the roll open.
Committee members and sponsors described the measure as a product of ongoing collaboration with the Department of Insurance and industry stakeholders, and emphasized consumer protections in the bill language.
