Glenview approves seven‑year extension with Groot for residential waste services, adds curbside e‑waste pickup

The Glenview Board on April 21 authorized a seven‑year extension to the village's residential solid‑waste services agreement with Groot Industries for refuse, recycling and seasonal landscape/compost collection.
Mr. Santoro presented the negotiated terms, saying staff secured a one‑year price freeze that keeps current refuse and recycling rates in effect until July 1, 2027, and maintains seasonal landscape and compost rates through April 1, 2028. He said the extension preserves the current annual escalator limited to the lesser of 1% to 2.75% based on CPI and that Groot agreed to add a curbside electronics-waste collection program effective July 1; under that program each residential unit may schedule collection for up to six items one time per calendar year at no cost to the resident.
Santoro reviewed resident-satisfaction data cited by staff: the village's 2024 resident survey showed 93% of respondents were satisfied or highly satisfied with residential garbage and recycling services. Staff said they evaluated regional rates and found Glenview's current $12.80 per month curbside collection rate to be among the lowest compared with SWANCC member municipalities.
The contract includes contingency language to address changes to the village's agreement with the Solid Waste Agency of Northern Cook County (SWANCC), which is set to expire Dec. 31, 2031; Santoro said the clause addresses potential changes in disposal arrangements during the extension term.
Trustees praised staff negotiations. Trustee Jones and Trustee Bland commented favorably on the electronics-pickup program and the negotiated rates. A motion to approve the resolution passed by roll call.
