Cook County Board advances broad consent agenda: contracts, grants and legislative referrals

At the regular session, the Cook County Board approved a wide slate of consent-agenda items spanning finance, asset management, transportation and public health and suspended the rules to consider supplemental legislative resolutions.
Early in the meeting the board voted by roll call to allow remote participation (13 yeas, 4 absent). On the consent calendar, commissioners took voice votes to approve a mix of receive-and-file reports, contract renewals and proposed grants. Notable items presented on the floor included:
- A proposed transfer of funds of $435,000 to support Cook County Health's Substance Use and Recovery Support Program. - A proposed contract amendment and transfer of ARPA funds totaling $2,000,000 in one item described on the floor for down-payment assistance and a later ARPA allocation of $1,000,000 for a market-rate down-payment assistance program (items noted in the finance and supplemental sets). - A proposed professional auditing contract for the controller’s office in the amount of $6,954,000. - Proposed transportation grant awards and intergovernmental agreements for multiple road and infrastructure projects across Cook County. - Proposed intergovernmental agreements for 911 dispatch services with the Village of Posen and the Village of Dixmoor (county sheriff to provide 24/7 dispatch services), and multiple referrals of contracts and resolutions to the appropriate committees.
Committee chairs and vice chairs moved to concur with committee recommendations across Health & Hospitals, Finance, Transportation, and other areas; most approvals were carried by voice vote. Several commissioners used the floor to thank staff and community partners for work on homeownership, environmental resolutions and domestic-violence code updates.
The board also suspended rules to take up supplemental agenda items, including resolutions urging the Illinois General Assembly and Congress to act on gun-safety and climate-related bills; a press conference on environmental resolutions was announced for later the same day.
The meeting concluded with recognition of departing staff, a reminder about Missing Person Day and a motion to adjourn that passed by voice vote. Specific contract amendments, procurement steps and committee reports will be the next procedural steps to implement the approved items.
