Commissioners advance ARPA reallocations and down-payment assistance funding; advocates urge expanded support

Commissioners discussed reallocating ARPA funds to ensure all available dollars are spent within federal deadlines. The Budget Director said staff identified seven initiatives to reduce allocations where money is not expected to be spent in time and that transfers would allow immediate execution once contract amendments are in place.
Fred Weatherspoon of Precious Blood Ministry Reconciliation asked the county to reallocate more than $2,000,000 from ARPA toward a down-payment assistance program, citing high demand for such funds. ‘‘In 2025, Cook County invested $8,600,000 for down payment assistance funds and within 24 hours, those funds were used,’’ Weatherspoon said, arguing for continued investment.
Bolo Delano of the Illinois Office of the Controller (Bank On Illinois) urged support for a resolution designating April as Financial Literacy Awareness Month and highlighted the program’s reach, saying the initiative has opened more than 475,317 accounts in Cook County to date and supports unbanked and underbanked residents.
On the consent calendar, commissioners approved transfers and allocations including a $2,000,000 ARPA transfer described on the floor and a later ARPA allocation of $1,000,000 for a market-rate down-payment assistance program (agenda items noted during supplemental approvals). Budget staff said rollout could proceed once contract amendments are executed.
Commissioners asked staff for details on the program rollout and for assurance that reallocations would not reduce other core services. The Budget Director said she did not believe there would be material impacts to service delivery and that some agencies had identified alternate funding.
Next steps include contract amendments, coordination with the Bureau Chief named on the record and committee oversight as required by county procurement and ARPA rules.
