Al Gameros, mayor of Globe, asked the committee for one‑time rainy‑day funding to match federal NRCS grants and speed flood recovery for local infrastructure; he said the September storms caused more than $100 million in damage and requested state help to meet required matches for projects underway. Nurses and hospital commenters warned changes to presumptive eligibility and added administrative burdens in the health implementing bill would shift costs to hospitals, particularly in rural areas.
Representatives of Opportunity Arizona and other advocacy groups opposed some tax conformity provisions and argued they would be paid for by cuts to SNAP and other safety‑net programs. The County Supervisors Association asked lawmakers to consider county expenditure plans for opioid settlement funds and suggested language to relieve penalties where auditor determinations produce limitations on use.
Witnesses and members repeatedly requested more detailed, program‑level encumbrance lists from JLBC and agencies so the committee can verify which prior‑year appropriations are truly available to be reverted. The chair encouraged agencies and witnesses to submit documentation to the committee and said staff would make requested information available to members.
