Chair Manfohr read the results and cited Government Code section 54957.185 and Civil Service Board rule 12.1(d)(1) as the legal basis for the closed session. The board recorded: (1) by a 4–0 vote with one abstention, a motion to set aside a prior decision and reconsider the case in light of a post‑determination letter; (2) by a 4–0 vote with one abstention, a motion denying an appellant’s request to augment the record with briefs filed in superior court; and (3) by a 3–1 vote with one abstention, a motion adopting an arbitrator’s proposed decision in a disciplinary case involving a police officer.
One board member noted that the minutes should reflect how each board member voted and that board counsel maintains the record of individual votes. Staff confirmed they have the vote information. The board’s announcements were made in open session after the closed deliberations; no public speakers addressed the closed‑session items on the record.
