Vice Mayor Rinaldi moves; Council appoints Terrence New to Planning Commission

After interviewing two applicants for the Millbrae Planning Commission on March 10, the city council appointed Terrence New to serve the remainder of a vacated partial term, followed by a full four‑year term ending June 30, 2030.
Vice Mayor Rinaldi moved to appoint New and to include both the partial term and the four‑year appointment; Council Member Nguyen seconded. The council clerk announced the roll‑call result: the motion passed 5–0.
Council members spoke about tradeoffs between technical qualifications and planning experience during deliberations. Council Member Nguyen praised candidate Amin for an engineering background and emphasized values such as transparency and fiscal responsibility. Several council members — including Council Member Fung and Council Member Riley — said both applicants were strong, but that New’s experience in city‑level planning and stakeholder coordination made him a preferable choice for this role.
The council also opened the item for public comment. Ann Schneider, speaking from Zoom, said she had worked with Terrence “for a number of years” and highlighted his experience with hydrology and local flood‑management work related to the city’s unique proximity to SFO, saying he “brings a lot of amazing skills” and can step in immediately as a planning commissioner.
The council congratulated both applicants and encouraged the candidate who was not appointed to remain engaged in city volunteer opportunities. The appointment was made by formal motion and vote; no amendments or conditions were recorded.
