Rebecca Hopkins, chair of the Measure X Citizens Bond Oversight Committee, presented the committee’s annual report to the board and public, summarizing project progress and financial oversight for fiscal year 2022–23.
Hopkins told trustees that Measure X is a $239 million general obligation bond approved by voters in November 2016. The district issued three series of bonds (series A, B and C) and has received approximately $189.8 million from those issuances for projects listed under Measure X. The committee reported it found the district in compliance with the bond’s requirements and noted that the independent financial and performance audit by Eide Bailly LLP identified no findings for the period covered.
The presentation included photos and site-visit notes from completed projects — including renovation and quad work at Simi Valley High School and Royal High School — and a summary of oversight activities. Hopkins said the committee will post its written report and supporting materials on the district web page.
Trustees and oversight members acknowledged supply-chain and inflationary impacts on the original project plans and noted that additional funding will likely be required to fulfill all Measure X commitments. The committee provided its meeting schedule, membership makeup, and next steps for continued public reporting.
Hopkins closed by expressing gratitude to taxpayers and district staff for their work overseeing bond expenditures and pledged continued transparency.
