Simi Valley Unified presents LCAP update; Apollo to receive state equity multiplier funding

Assistant Superintendent Dr. Jerry Block summarized the structure of the LCAP and explained that the local control funding formula (LCFF) accounts for approximately 79% of the district’s overall budget. He emphasized that the LCAP links board-adopted goals to specific actions, services and measurable metrics and noted that the district must provide evidence the supplemental funds are used to supplement — not supplant — existing programs.
Block warned trustees that the state’s 95% participation rule for state assessments can depress reported performance when participation falls below that threshold: "If you don't have 95 percent of your students taking the exam, we're penalized by the state," he said. He added that higher participation this year had improved the district’s reported performance and urged continued outreach.
Board members pressed for additional data and clarified how the new state "equity multiplier" will be applied. Block said Apollo Continuation High School met the criteria and is slated to receive roughly $200,000 for one year; Apollo’s team plans to use the funds to hire another social worker and to expand life-skills and work-experience opportunities for students. "This social worker will be funded out of the equity multiplier grant that the state is providing to Apollo specifically," Block said.
Trustees requested follow-up materials — including participation-rate tables and normalized analyses that remove noise from year-to-year comparisons — and staff committed to provide those data in subsequent updates. The board set a special meeting for June 25 to consider LCAP revisions and proposed budget approval before submitting the plan to the county office of education.
The presentation covered goals for student learning, professional learning, family engagement, school safety and the Apollo equity multiplier; it also outlined next steps and the county submission timeline.
