On April 30, 2026, the Alaska State Senate Finance Committee voted to report out the Senate committee substitute for committee substitute for House Bill 263 (Finance), version E, moving the operating budget measure on to the Rules Committee.
Senator Kiel moved ‘‘we report out Senate committee substitute for committee substitute for House Bill 263 Finance, version E as in Eagle, from committee with individual recommendations, and that additionally we give legislative legal and legislative finance the authority to make technical and conforming changes.’’ Chairman (Senator) Hoffman asked whether there was any objection; after no objections were raised, he stated that the bill moves to its next committee referral, Rules.
The action was procedural: the committee recorded no roll-call vote in the transcript and advanced the committee substitute with the authority for staff to make technical or conforming edits. No amendments or substantive debate on programmatic details of HB 263 were recorded in the session. The committee adjourned after completing the two-item agenda; its next meeting was scheduled for 9 a.m. the following day.
The committee’s action sends HB 263 forward in the legislative process but does not itself change the bill’s substance beyond the committee substitute already adopted prior to this meeting. The committee granted legislative legal and legislative finance authority to finalize technical language before the bill proceeds to Rules.
