Lawmakers weigh one‑time funds to steady housing programs as federal changes raise need

Hannah Zamati, Deputy Director of CDSS Housing and Homelessness Division, said a proposed $55 million General Fund augmentation for the Housing and Disability Advocacy Program (HDAP) and $105 million for the Housing Support Program (HSP) above baseline would allow program operations to continue through the 2026–27 budget year and mitigate existing funding cliffs. CDSS provided recent utilization figures showing HDAP spending peaked at $102 million in 2023–24 and HSP utilized $207 million in the last fiscal year; proposed additions would place spending between current projections and last year’s peaks.
CDSS warned that absent new funding, counties expect reduced emergency housing assistance, shorter rental subsidy durations and paused enrollments. LAO said it saw no immediate red flags but offered to provide technical assistance; the Department of Finance noted any new General Fund commitments would need offsets in the context of the overall budget.
The committee requested technical information to quantify what services the proposed amounts would sustain and asked CDSS and LAO to provide written feedback ahead of the May Revision.
