Coryell County Commissioners approve routine business, bids and payments totaling $1.39 million

The Coryell County Commissioners' Court carried out a slate of routine approvals and procurement actions at its April 14, 2026 meeting, including acceptance of multiple financial summaries, contract awards, an IT policy and a payment register totaling $1,394,450.07.
The court accepted January and February financial summaries from the Treasurer's Office, the March financial summary reports from the County Clerk and the Tax Assessor, and the February expense/revenue report from the County Auditor. The consent agenda and minutes for the March 24 meeting were approved after a motion by Commissioner Ryan Basham and a second by Commissioner Keith Taylor.
Procurement actions included awarding the crushed-rock bid to BC Materials Ltd., Triple C Rock, and Conners Construction Inc. (motion by Commissioner Kyle Matthews, second by Commissioner Ryan Basham) and awarding hauling to Potter Trucking (motion by Commissioner Kyle Matthews, second by Commissioner Keith Taylor). The court received a Road and Bridge work summary for March 2026 and discussed replacement of a backhoe for the department.
On information technology, the court received an update on IT services, tabled consideration of an IT budget expenditures policy earlier in the meeting, then approved an Information Technology Purchasing Policy (motion by Commissioner Kyle Matthews, second by Commissioner Scott Weddle) and approved proposed FY2026 IT projects totaling $38,903.40 (motion by Commissioner Keith Taylor, second by Commissioner Kyle Matthews). McCreary, Veselka, Bragg & Allen, P.C. gave a presentation on delinquent property tax collections.
Grant updates included: HMP — communication with the Texas General Land Office and reimbursements are back on track; RCP — work on subdivision regulations; CDBG-MIT — reimbursement forms submitted and engineering ongoing with funds arriving within seven days of submission; FEMA RPA-DR 4781 — the county received just under $900,000 and is on track to cover projected revenues; LCFP — a stakeholder meeting expected at the end of May.
The court approved Proclamation 2026-02 for National Crime Victims' Rights Week (motion by Commissioner Scott Weddle, second by Commissioner Ryan Basham), ratified the Coryell County Annual Financial Report for FY2025 for submission to the Texas Comptroller (motion by Commissioner Kyle Matthews, second by Commissioner Keith Taylor), authorized a remodel for Juvenile Probation space (motion by Commissioner Ryan Basham, second by Commissioner Keith Taylor), and set Coryell County Appreciation Day for May 1, 2026 (motion by Commissioner Kyle Matthews, second by Commissioner Keith Taylor). Consideration of the FY2026 Fire Fighting Agreement with the City of Copperas Cove and the Comprehensive Fund Balance Policy were tabled.
