Commissioners reject single $776,290 bid for water system project, direct redesign and rebid

Atascosa County commissioners voted to reject a single bid received for Texas water system improvements at the El Oso (El Oso/El Eso) Water Plant under TX CDBG contract CDV23-0227 after Cope Engineering and the water supply board recommended rejecting the lone bid.
Kyle Stoner of Cope Engineering reported that one acceptable bid was received from MGB Construction of Castroville for a base amount of $776,290.00. Stoner described alternate bid options (bolted steel tanks and foundation types) and said the project's available budget was $390,000. "They felt like it was not in their best interest to reject the lone bid," he said, noting the water supply board preferred to redesign and solicit additional bids to ensure competitive pricing.
Commissioners followed the recommendation and voted to reject the single bid and directed staff to re-advertise and rescope the project so additional bids can be obtained, with the goal of awarding a project that fits available funding or returning with funding alternatives.
