Senior Planner Christine Song told commissioners the proposal (CUP25-014) would allow an indoor arcade in two combined tenant spaces on a 1.2-acre parcel in the Valley Boulevard specific plan area. Song said the proposal is consistent with the general plan and is exempt from CEQA under the class 1 existing facilities exemption. "Staff recommends that the planning commission approve planning case number CUP25-014…subject to the recommended conditions of approval," she said.
The conditions of approval recommended by staff include installation of an alarm system and video surveillance, upper-half glazing on interior game-room walls facing common areas to maintain visibility, a minimum of two staff on-site during business hours, and a prohibition on on-site food and alcohol. Song said the San Gabriel Police Department could seek further review of any CUP for public-safety concerns.
Applicant Jason Chen confirmed the proposed hours would be 9 a.m. to 11 p.m. and described the concept as game rooms that accommodate 2–10 players who interact with illuminated, touch-sensitive floor and wall panels. Chen said the business model is based on experiences with a developer in Taiwan and that the arcade will offer multiple room sizes to accommodate parties, families and smaller groups.
Commissioners asked clarifying questions about the posted notice and materials; one commissioner requested clearer photos of the public-notice posting for the record. After discussion, a commissioner moved to approve CUP25-014 and the commission approved the motion by roll call (4–0; Vice Chair McMorris absent).
The permit includes the staff-recommended conditions; any future violations of the use conditions, including public-safety concerns, may prompt review or reevaluation of the CUP by the city and police department.
