Resident offers to lead Rosemont petition; commission agrees to name representatives for Mission Playhouse focus group

During the public‑comment period at the Historic Preservation and Cultural Resource Commission meeting, Cecilia Kiefer said she is willing to lead a petition in Rosemont Park to advance her Mills Act application and to collect signatures at a neighborhood centennial event on October 18.
“I'm willing to take the lead on circulating a petition in the Rosemont Park District,” Kiefer said, adding that she was apprehensive about investing time without clarity on petition requirements and asking whether the city would assist in reviewing the petition language. Remillion and staff answered that the ordinance does not require city approval of petition language, that petitions are typically initiated by community members and that staff can facilitate outreach and provide application guidelines and materials.
Commissioners discussed whether the commission could or should have an informational presence at the October 18 neighborhood centennial. Staff cautioned commissioners about Brown Act constraints and recommended members not participate in an official, badged capacity if the commission might later vote on a designation affecting attendees. Staff said commissioners may participate as private residents or property owners.
Separately, staff described the Community Services Department’s retention of consultants for a Mission Playhouse strategic planning and community engagement process and requested two commission representatives for a focus group. Chair Lubisic expressed interest in serving; Commissioners DeVrant and Renan volunteered; the commission reached a consensus that Chair Lubisic and Commissioner Rena will represent the commission on the focus group. Staff said meeting dates and times have not yet been set and that the representatives will be contacted by community‑services staff or the consultant.
What’s next: staff will provide Mills Act application guidelines online, can discuss petition language with neighborhood leaders on request, and will return with additional workshops and materials on design review and designation processes. The commission also will be represented in the Playhouse planning process by the two named members.
